Chapter 91 License Application:
Massachusetts General Law Chapter 91 was adopted in 1866. The purpose is to protect the public’s interest in the states waterways. It protects the public rights to fish, fowl and navigate by ensuring that those rights are not unreasonably restricted and that unsafe or hazardous structures are repaired or removed. Chapter 91 also protects the waterfront property owner’s ability to approach his land from the water.
